When you refer to an article, published in electronic journal “Technical Acoustics” it is enough to point out address of the journal in the internet (<http://www.ejta.org>), the year of publishing and sequence number of the paper.
For example, reference:
A. G. Troshin. A note on calibrational technique for reusable piezoelectric film strain gauges using stepped beam with variable cross section. Electronic Journal “Technical Acoustics” <http://www.ejta.org> 2001, 1
means that the paper has been published the first in 2001.
